The Rajasthan Government has long been committed to promoting higher education among students belonging to socially and economically disadvantaged communities. In alignment with this commitment, the Devanarayan Girl Scooty and Incentive Scheme was introduced with the objective of encouraging higher education among girl students from the extremely backward sections of the state’s population, specifically from five identified communities, including Gurjars. This scheme provides free scooters and financial incentives to academically meritorious girls to support their access to higher education and reduce barriers such as transportation and financial constraints. The scheme not only rewards academic excellence but also aims to cultivate competition, self-reliance, and educational empowerment among young women.

Objectives of the Scheme
The Devanarayan Girl Scooty and Incentive Scheme was created with multiple objectives to ensure that girl students from the extremely backward sections of society are not deprived of educational opportunities due to financial or logistical limitations. The primary objectives of the scheme are:
- Promote Academic Excellence: To encourage girl students from the five identified communities to excel in their academic studies, particularly in the 12th standard examinations conducted by the Rajasthan Board of Secondary Education and the Central Board of Secondary Education.
- Provide Financial Assistance: To provide economic support to girl students pursuing undergraduate and postgraduate studies in state-recognized colleges and universities.
- Encourage Higher Education: To motivate students to continue their education by offering transport facilities and financial incentives, thereby increasing enrollment in higher education courses.
- Develop a Competitive Spirit: To create an environment where students strive for higher academic achievement and personal growth.
- Transportation Support: To provide girls with a scooter, along with fuel and insurance benefits, to ensure they can travel safely and conveniently to their educational institutions.
Key Features of the Scheme
The Devanarayan Girl Scooty and Incentive Scheme has several key features that make it distinct and highly beneficial for eligible students:
- Scooty Distribution: A total of 1500 scooters are distributed free of cost to meritorious girls from extremely backward communities who have scored 50% or more in their 12th standard exams and are enrolled in the first year of undergraduate studies in state government colleges or state-financed universities.
- Scooter Benefits: Along with the scooter, the government provides one year of insurance, two liters of petrol, and covers the transportation costs until the delivery of the scooter to the beneficiary.
- Merit-Based Selection: Students are selected based on a merit list prepared according to their 12th-grade scores, ensuring that the most deserving students are rewarded.
- Financial Incentives: Students not selected for a scooter receive a financial incentive to support their studies. Incentives are structured according to the academic level and percentage scores.
- Ineligibility for Double Benefits: A student availing benefits under this scheme cannot claim Devanarayan Education Financial Assistance or any other scholarship simultaneously. However, those who do not receive benefits under this scheme remain eligible for other schemes.
Scholarship Amount
The scheme provides both scooters and financial incentives to eligible students. The incentives are provided as follows:
For Undergraduate Students
- First Year: ₹10,000 for students scoring 50% or more in their 12th standard examinations.
- Second Year: ₹10,000 for students continuing their studies and maintaining at least 50% marks in the previous year.
- Third Year: ₹10,000 for students maintaining 50% or more in the second year of undergraduate studies.
For Postgraduate Students
- First Year: ₹20,000 for students enrolled in the first year of postgraduate studies with 50% or more marks.
- Second Year: ₹20,000 for students scoring 50% or more in the first year of postgraduate studies.
This financial assistance is provided annually and is credited directly into the student’s bank account.
Eligibility Criteria
To avail benefits under the Devanarayan Girl Scooty and Incentive Scheme, applicants must meet the following eligibility conditions:
- Community: Must belong to one of the five identified extremely backward communities, including Gurjars, Banjara, Baladia, Gadolia, Raika, Rewari (Debasi, Devasi), and Gaderia.
- Residency: Must be a native of Rajasthan.
- Educational Enrollment: Must be enrolled as a regular student in a state government college, state-financed university, or affiliated departments including agriculture and Sanskrit universities.
- Income Limit: Family income should not exceed ₹2,50,000 per annum.
- Marital Status: Benefits are available to unmarried, married, widowed, and abandoned women.
- Academic Gap: Students with any gap between 12th standard and undergraduate studies are ineligible.
- Previous Benefits: Students currently receiving benefits under Devanarayan Education Financial Assistance or any other scholarship scheme are not eligible for the scooty or incentive amount.
Reservation Policy
The scheme specifically targets extremely backward classes among the socially and economically backward communities in Rajasthan. Girls from the identified five communities are the only beneficiaries. Students applying under other merit-based or community-based scholarships, such as Kalibai Mehul Medhavi Student Scooty Scheme, are not eligible.
Distribution of Scooty and Incentives
The distribution of scooters and financial incentives follows a structured and merit-based approach:
- Scooty Distribution:
- The first 1500 meritorious students with 50% or more marks in their 12th-grade examinations are approved for scooty distribution.
- Each scooter comes with insurance, petrol, and delivery support funded by the state government.
- Students receiving a scooty cannot sell or transfer it for three years from the date of registration.
- Financial Incentive Distribution:
- Students not selected for a scooty are eligible for the financial incentive according to their academic level and merit.
- Undergraduate students receive ₹10,000 annually, and postgraduate students receive ₹20,000 annually based on performance.
- Payments are made directly to the student’s bank account after verification by the concerned authorities.
Required Documents
To apply under the scheme, students must submit self-attested copies of the following documents:
- Admission Receipt: Self-attested copy of the fee receipt for enrollment in a state government college or university.
- Previous Academic Records: Self-attested copy of the 12th standard marksheet or examination certificate.
- Domicile Certificate: Self-attested copy of a domicile certificate issued by a competent authority.
- Caste Certificate: Self-attested copy of a certificate confirming belonging to the extremely backward category issued by a competent authority.
- Income Certificate: Parent, guardian, or spouse’s income certificate not older than six months. If parents are deceased, legal guardianship income certificates are acceptable.
- Bank Passbook: Self-attested copy showing the IFSC code.
- Aadhaar Card: Self-attested copy of the student’s Aadhaar card.
- Jan Aadhaar Card: Must have a Jan Aadhaar card to submit the application online.
- Affidavit: A sworn statement confirming that the student is not receiving benefits from any other scholarship or incentive scheme.
Application Process (Step by Step)
The application process for the Devanarayan Girl Scooty and Incentive Scheme is entirely online, making it accessible and transparent for all eligible students.
Step 1: Online Application
- Students from the five extremely backward communities must fill the designated online application form.
- Ensure that all fields are accurately completed and verified before submission.
Step 2: College Verification
- The principal of the college verifies all submitted documents and details such as name, father’s name, class, faculty, address, and marks percentage.
- The verified applications are forwarded online by the college principal to the district nodal officer.
Step 3: District Verification
- The district nodal officer conducts thorough verification of all documents and details.
- Verified applications are forwarded online to the Directorate of College Education, Jaipur before the deadline.
Step 4: Merit-Based Selection
- The Directorate creates a merit list based on 12th-grade scores.
- The top 1500 students are approved for scooty distribution, while remaining students are considered for financial incentives.
Step 5: Payment and Distribution
- Scooter distribution includes insurance, petrol, and delivery arrangements.
- Financial incentives are credited to the student’s bank account directly after verification of the academic performance.
Income Certificate Guidelines
- For unmarried students, income certificates must include details of parents/guardians and the student.
- For married students, it must include details of spouse and student.
- For widowed or abandoned students, income of guardian/parent and student is considered.
- Different formats are used for salaried, pensioned, or self-employed individuals, and must follow government-prescribed guidelines.
Rules and Interpretations
- The Additional Chief Secretary / Principal Secretary, Higher Education Department of Rajasthan has the final authority on interpreting rules of this scheme.
- Any discrepancies or incompleteness in the online application must be corrected by the student within the prescribed period, failing which the application will be rejected.
