The Dr. Ambedkar Medhavi Chhatravriti Yojana for Other Backward Classes (OBC) Students is an educational welfare scheme initiated by the Department of Education, Government of Himachal Pradesh. This scholarship program aims to recognize and reward the academic excellence of meritorious students belonging to the Other Backward Classes (OBC) category. Under this scheme, financial assistance is provided to the top 1,000 OBC students who have excelled in the Matriculation Examination conducted by the Himachal Pradesh Board of School Education (HPBOSE), Dharamshala.

The objective of the scheme is to support these talented students in pursuing higher education—whether in general, professional, or technical streams—within or outside the state. It ensures that no deserving student is deprived of education due to financial constraints, thus promoting equality and empowerment through education.

All eligible applicants must submit their online applications within these dates. Late submissions will not be accepted.

Objectives of the Scheme

The Dr. Ambedkar Medhavi Chhatravriti Yojana was introduced with the vision of promoting higher education and providing financial aid to deserving students from the OBC category. The major objectives include:

Scholarship Amount

Under the Dr. Ambedkar Medhavi Chhatravriti Yojana for OBC Students, selected beneficiaries receive a scholarship of ₹18,000 per year for two successive years after matriculation.

  • Scholarship Amount: ₹18,000 per student, per year.
  • Duration: Two consecutive years after Class 10 (Matric).
  • Total Financial Assistance: Up to ₹36,000 (for two years).
  • Renewal Criteria: Continued good academic performance in the first year of study.

The scholarship helps students cover educational expenses such as tuition fees, books, study materials, and other academic-related costs.

Eligibility Criteria

To be eligible for the Dr. Ambedkar Medhavi Chhatravriti Yojana, students must fulfill the following conditions:

  1. Domicile:
    • The applicant must be a permanent resident (bonafide) of Himachal Pradesh.
  2. Caste:
    • The applicant must belong to the Other Backward Classes (OBC) as declared by the Government of Himachal Pradesh.
  3. Educational Qualification:
    • The student must have passed the Matric Examination conducted by the Himachal Pradesh Board of School Education (HPBOSE), Dharamshala.
    • Selection will be made strictly on merit, based on marks obtained in this examination.
  4. Course of Study:
    • The student must be pursuing higher studies (10+1, 10+2, or professional/technical course) in a recognized institution within or outside Himachal Pradesh.
  5. Duration of Benefit:
    • The scholarship is available for two successive years after matriculation only.
  6. Renewal Condition:
    • Renewal for the second year will be allowed only if the student maintains satisfactory performance in internal or annual examinations.

Reservation Policy

The Dr. Ambedkar Medhavi Chhatravriti Yojana is designed exclusively for students belonging to the OBC category of Himachal Pradesh.

Since the scheme itself is reserved for OBC candidates, no additional sub-reservations are applicable. Within the OBC category, selection is done purely on the basis of merit in the Matric Examination conducted by HPBOSE.

The scholarship is gender-neutral, ensuring equal opportunities for both male and female students.

Distribution of Scholarships

The process of distributing scholarships is systematic and transparent to ensure that benefits reach genuine students:

  1. Selection:
    • The top 1,000 OBC students based on HPBOSE Matric results are shortlisted for the scholarship.
  2. Verification:
    • All applications undergo multi-level verification by the Institution, District Nodal Officer (DNO), and State Nodal Officer (SNO).
  3. Approval:
    • The verified list of eligible students is approved by the Department of Education, Himachal Pradesh.
  4. Disbursement:
    • The sanctioned scholarship amount is directly credited to the student’s bank account through the DBT system.
  5. Renewal:
    • Renewal of the scholarship for the second year is subject to satisfactory academic progress in the first year of study.

This process ensures fairness, transparency, and timely delivery of benefits.

Documents Required

Students applying for the scholarship must prepare and submit scanned copies of the following documents:

  1. Recent passport-size photograph.
  2. Copy of Aadhaar Card.
  3. Himachali Bonafide Certificate (Domicile Certificate).
  4. Matriculation Marks Certificate issued by HPBOSE.
  5. First page of Bank Passbook (showing account number and IFSC code).
  6. School Bonafide Certificate signed by the Head of the Institution.
  7. OBC Category Certificate issued by an officer not below the rank of Tehsildar.
  8. Income Certificate of parents or guardian issued by an officer not below the rank of Tehsildar.
  9. Valid email ID and mobile number of parents or guardians.

All documents should be authentic, legible, and properly attested before submission.

Application Process (Step by Step)

The Dr. Ambedkar Medhavi Chhatravriti Yojana for OBC Students can be applied for online through the National Scholarship Portal (NSP). The complete step-by-step process is as follows:

Step 1: Registration

  • Visit the National Scholarship Portal (NSP).
  • Click on “New Registration” and read the instructions carefully.
  • Fill in accurate personal details (as per your certificates) to register successfully.
  • After registration, a unique Student Registration ID will be generated.

Step 2: Login to the Portal

  • Use the Student Registration ID to log in to your NSP account.
  • Select “Fresh Application” for new applicants.

Step 3: Filling the Application Form

  • Click on the “Application Form” icon on your dashboard.
  • Enter all necessary details like academic information, address, and bank details.
  • Upload all required documents in the prescribed format.
  • Verify all details before final submission.

Step 4: Final Submission

  • After reviewing the information, click on “Final Submit.”
  • Upon submission, a system-generated Application ID will appear — save it for future reference.

Step 5: Submission to Institution

  • Take a printout of the submitted application form along with all documents.
  • Submit these to the Head of your Institution for verification.
  • The institution will verify and forward the application to the District Nodal Officer (DNO) or relevant authority.

Step 6: Verification by Authorities

  • The DDHE and State Directorate will verify and cross-check the applications.
  • After verification, approved applications will be included in the final merit list.

Step 7: Disbursement

  • Once approved, the scholarship amount is directly transferred to the student’s bank account via Direct Benefit Transfer (DBT).

Important Notes

  • Offline applications will not be accepted.
  • Applications containing incorrect or incomplete information may be rejected.
  • Multiple applications from the same candidate will result in disqualification.
  • Renewal applications must be submitted every year with updated academic details.
