Vacancy Distribution:

  • Level 2 Posts: 02 Vacancies
  • Level 1 Posts: 12 Vacancies

Level 1 posts are further distributed across divisions (2 posts each):

  • BCT (Mumbai)
  • BRC (Vadodara)
  • ADI (Ahmedabad)
  • RTM (Ratlam)
  • RJT (Rajkot)
  • BVP (Bhavnagar)

Note: Separate applications are required for Level 1 and Level 2 posts if candidates wish to apply for both.

Eligibility Criteria

A. Educational Qualification (as on 18th September 2025)

  • Level 2 Posts: 12th Standard or equivalent with minimum 50% marks.
    • Relaxation of marks for SC/ST, Ex-Servicemen, PwD candidates.
    • Higher qualifications like Graduation/Post-Graduation also exempt from 50% criteria.
  • Level 1 Posts: 10th Standard OR ITI certificate OR National Apprenticeship Certificate (NAC).

B. Scouts & Guides Qualifications (as on 18th September 2025)

Candidates must meet all three criteria:

  1. Award Holder:
    • Must be a President’s Scout/Guide/Rover/Ranger or Himalayan Wood Badge (HWB) holder.
    • Provisional certificate holders may apply, but final appointment requires the original certificate.
  2. Active Membership:
    • Must have been active in a recognized Scouts organization for at least 5 years (2020-21 onwards).
    • Must provide a “Certificate of Activeness” in the prescribed format.
  3. Event Participation:
    • Attend two National or All Indian Railways level events.
    • Attend two State-level events certified by the registered state organization.

C. Age Limit (as on 1st January 2026)

  • Level 2 Posts: 18 – 30 years
  • Level 1 Posts: 18 – 33 years

Age Relaxation:

  • SC/ST: 5 years
  • OBC (Non-Creamy Layer): 3 years
  • PwD (40% and above): 10 years
  • Ex-Servicemen: UR – 3 yrs, OBC – 6 yrs, SC/ST – 8 yrs after deducting military service
  • Other categories: Widowed/Divorced women, Railway staff, as per rules

Only the highest applicable relaxation is considered; relaxations are not cumulative.

Salary and Pay Scale

  • Level 2 Posts: ₹19,900 – ₹63,200 (7th CPC Pay Matrix)
  • Level 1 Posts: ₹18,000 – ₹59,200 (7th CPC Pay Matrix)

Emoluments Include:

  • Dearness Allowance (DA)
  • House Rent Allowance (HRA)
  • Transport Allowance
  • Other applicable allowances as per government norms

Selection Process

The selection for Scouts & Guides quota posts will be completely merit-based and conducted in two stages without any interviews.

1. Written Test:

  • Format: Two parts
    • Part A: 40 Objective Type Questions (40 marks)
    • Part B: 1 Essay Type Question (20 marks)
  • Duration: 60 minutes
  • Syllabus: Scouts and Guides Organization – history, laws, promises, activities, and related general knowledge
  • Negative Marking: 1/3rd deduction for each wrong answer in the objective section

2. Document Verification and Certificate Assessment:

  • Candidates scoring a minimum of 40% marks in the written test are shortlisted for document verification.
  • Marks are awarded for additional achievements in Scouting/Guiding (up to 40 marks).
  • The merit list is prepared based on combined marks: Written Test (60) + Certificate Marks (40) = 100 Marks

Application Fee

  • General / Other Candidates: ₹500 (₹400 refundable after appearing in written test)
  • SC/ST/Ex-S/PwD/Women/Minorities/EBC: ₹250 (fully refundable)
  • Fee Exemption: Economically Backward Candidates with family income < ₹50,000 can apply under EBC category by submitting income certificate
  • Payment Mode: Online via Debit Card, Credit Card, Net Banking, UPI

Application fees are refundable after deduction of bank charges and non-refundable if the candidate fails to appear for the written test.

  1. Document Preparation:
    • Recent passport-size photograph in Scout/Guide uniform
    • Scanned signature
    • Educational certificates (10th/12th mark sheets)
    • Scouts & Guides certificates (President’s Award/HWB, Activeness Certificate, Event Certificates)
    • DOB proof (10th certificate)
    • Caste/Category certificates (if applicable)
    • Fee exemption documents (PwD/EBC certificate)
  2. Online Registration & Form Filling:
    • Register on the official RRC-WR portal with valid email ID & mobile number
    • Fill application form accurately
    • Upload scanned documents
  3. Fee Payment & Final Submission:
    • Pay the application fee online
    • Review and submit the application
    • Download and keep a copy of the submitted application and e-receipt

Additional Instructions for Candidates

  • CIBIL & Antecedents: Verification of character and background will be conducted before final appointment.
  • Medical Fitness: Final appointment is subject to being medically fit.
  • Training & Probation: Selected candidates will undergo training during which a stipend is paid. Appointment is also subject to probation.
  • Typing Skill Requirement (Level 2): Clerks must achieve 30 WPM in English or 25 WPM in Hindi within 2 years.
  • No Hard Copies: All applications are online; hard copies should not be sent.
  • Communication: Admit cards, test dates, and results will be shared via email/SMS and on the official website only.
