South Eastern Coalfields Limited (SECL), a flagship subsidiary of Coal India Limited (CIL), has released an internal notification inviting applications from existing departmental employees of SECL, other CIL subsidiaries, and CIL Headquarters (Kolkata) for selection to the posts of Mining Sirdar (Technical & Supervisory Grade-C) and Junior Overman (Technical & Supervisory Grade-C).

The recruitment is being conducted as part of the manpower budget for FY 2025–26 to fill existing vacancies in various mines and projects under SECL. Interested and eligible departmental employees are invited to apply through the prescribed online or offline mode, depending on their place of employment.

This is an internal departmental selection exclusively for permanent and regular employees of CIL and its subsidiaries. External candidates are not eligible to apply.

Age Limit (As on 30.09.2025)

As this recruitment is departmental, the age criteria apply only to existing employees of SECL, other CIL subsidiaries, and CIL Headquarters. However, the company follows general internal promotion and departmental selection age policies.

Salary / Pay Scale

Eligibility Criteria

The eligibility conditions are defined as per the Cadre Scheme in effect as of 30 September 2025. Only those employees who fulfill the required qualifications, experience, and service conditions as of the cut-off date will be considered.

1. For Mining Sirdar (T&S Grade-C)

Additional Eligibility Conditions

  • The cut-off date for determining eligibility (qualification, experience, and service) is 30 September 2025.
  • Only employees whose Confidential Report (CR) for FY 2024–25 and partial FY 2025 is rated “Good” or above will be eligible.
  • Employees whose attendance (including authorized leave) is below the minimum required level will not be eligible.
  • Those with less than one year of service after appointment are not eligible unless their CR and attendance records are explicitly mentioned by the controlling authority.
  • Any new guidelines or circulars issued by CIL regarding eligibility will automatically apply to this selection.
  • The SECL management reserves the right to modify, withdraw, or cancel this notification at any time for administrative reasons.

Selection Process

The selection will be carried out through a Written Test conducted on an OMR sheet. There will be no negative marking for wrong answers.

The final merit panel will be prepared based on the total marks obtained in the written examination.

Tie-Breaking Rules in Merit List

If two or more candidates obtain the same marks, their merit will be decided in the following order:

  1. Date of Appointment – The employee appointed earlier will be placed higher.
  2. Date of Birth – If still tied, the older candidate will be placed above.
  3. Alphabetical Order of Name – If still tied, merit will be decided alphabetically (A–Z).

For SECL Employees

  • The internal selection portal can only be accessed from LAN-connected office computers.
  • Applications submitted through any other mode will not be accepted.

For CIL Subsidiaries & CIL HQ Employees

Examination and Admit Card

Travel and Allowances

  • Candidates attending the examination will be eligible for Travel Allowance (TA) and Daily Allowance (DA) as per Coal India Limited’s policies and rules.
