The Atal Vayo Abhyuday Yojana (AVYAY) is a centrally supported programme aimed at ensuring dignity, safety, and care for India’s senior citizens. The scheme funds NGOs, registered societies and charitable trusts

However, after reviewing the cost structure, the Ministry realized that some figures needed correction. Therefore, a corrigendum was issued to update the daily cost norms and the total grant for Mobile Medicare Units.

These corrections are important for institutions seeking financial support under AVYAY between 26 January 2024 and 31 December 2025.

Fee / Cost Norms (Revised as per Corrigendum)

The corrigendum focuses primarily on the cost norms for Senior Citizen Homes (50 beneficiaries) and Mobile Medicare Units (MMUs).

A. Revised Per-Day Fee for Senior Citizen Homes (Per Beneficiary)

The government classified locations into three area categories — X, Y, and Z, based on cost of living.

This revised grant amount applies to every Mobile Medicare Unit sanctioned under AVYAY.

Scholarship / Benefits Under AVYAY

Although AVYAY is not a monetary scholarship for students, it acts as a social scholarship for senior citizens, offering full-time welfare, medical aid, shelter, and support. Below are the benefits provided through the scheme:

A. Free Residential Care Through Senior Citizen Homes

Eligibility Criteria

The AVYAY scheme funds institutions, not individuals. Below are the eligibility requirements:

A. Eligible Institutions

  • NGOs registered under Societies Act or Trust Act
  • Charitable organizations
  • Not-for-profit companies
  • Existing old age homes or social welfare institutions
  • Government-assisted bodies
  • Panchayati Raj Institutions (for certain components)

B. Basic Requirements

  • Minimum 2–3 years of experience in social service
  • Clean financial records and audited statements
  • Adequate building/infrastructure (own or leased)
  • Qualified staff including caregivers, nurses, wardens
  • Transparent project reports

C. Beneficiary Criteria

Senior citizens who are:

  • Indigent or economically disadvantaged

  • Needing regular medical help

Pay Scale / Grant-in-Aid (As per Corrected Norms)

The corrigendum directly affects the pay scale or grant provided to institutions.

A. Senior Citizen Homes (50 Beneficiaries)

  • Area X: ₹230.75 per day per person
  • Area Y: ₹227.50 per day per person
  • Area Z: ₹225.33 per day per person

Annual grant will differ depending on the area category and number of beneficiaries.

B. Mobile Medicare Unit (MMU)

  • ₹12.29 lakh per unit per year

C. Other Components

Although not changed in this corrigendum, the scheme also includes grants for:

  • Physiotherapy centers
  • Respite care
  • Continuous care homes
  • Activity centers

All these are funded as per the main AVYAY guidelines.

The selection process under AVYAY is fully digital and monitored through the e-Anudaan system.

7. Release of Funds
