Bihar Social Welfare Department Recruitment 2025 – Apply for 129 Contractual Vacancies under Mission Vatsalya Yojana

The Social Welfare Department of Bihar has released an important recruitment notification under the Mission Vatsalya Yojana. The initiative is being implemented by the State Child Protection Society (SCPS), District Child Protection Units (DCPU), and state-run Child Care Institutions to safeguard and rehabilitate children in need of care and protection. To ensure smooth implementation of the scheme, applications have been invited for 129 contractual posts across different categories. Interested and eligible candidates can apply online from 1st September 2025 to 24th September 2025.

Total Vacancies

The total number of posts announced is 129. These are divided between the State Child Protection Society (SCPS), District Child Protection Units (DCPU), and Child Care Institutions as follows:

1. State Child Protection Society (SCPS)

  • Program Manager (SARA) – 1 Post
  • Program Officer (Training) – 1 Post
  • Legal-cum-Probation Officer – 5 Posts
  • Counsellor (DCPU) – 8 Posts
  • Data Analyst – 6 Posts

2. District Child Protection Units (DCPU)

  • Social Worker – 11 Posts

3. Child Care Institutions

  • Outreach Worker – 17 Posts
  • Probation Officer/Case Worker/Child Welfare Officer – 18 Posts
  • Counsellor (Home) – 17 Posts
  • Housefather/Housemother – 18 Posts
  • Paramedical Staff – 22 Posts
  • Physiotherapist – 2 Posts

4. Special Child Care Units

  • Caretaker-cum-Vocational Instructor – 1 Post
  • Nurse (Female) – 2 Posts

Reservation Policy

  • Reservation will be applicable as per the rules of the Government of Bihar.
  • Candidates belonging to reserved categories must provide valid caste certificates, domicile certificates, and (for EWS) income & asset certificates.
  • Only candidates who are permanent residents of Bihar will get reservation benefits.
  • Applicants from outside Bihar will be considered under the Unreserved (UR) category.
  • Married women must provide caste certificates issued in the name of their father, not their husband.

Application Fees

  • The recruitment notification clearly mentions no application fee.
  • Candidates can apply online without any charges.

Eligibility Criteria

Here is the post-wise qualification and experience requirement:

  1. Program Manager (SARA)
    • Postgraduate in Social Work, Sociology, Child Development, Human Rights, Public Administration, Psychology, Psychiatry, Law, Public Health, or Community Resource Management.
    • At least 3 years’ experience in project formulation, implementation, monitoring, and supervision in Women & Child Development/Social Welfare sector.
    • Must be proficient in computers.
  2. Program Officer (Training)
    • Postgraduate in the above-mentioned fields OR Graduate with 2 years’ relevant experience.
    • Must have worked in project formulation, implementation, and supervision.
    • Computer knowledge required.
  3. Legal-cum-Probation Officer
    • LLB degree from a recognized university.
    • At least 2 years’ experience with Govt./NGOs in legal matters, preferably in women and child rights.
    • Good understanding of legal and child protection issues.
  4. Counsellor (DCPU/Home)
    • Graduate in Social Work, Sociology, Psychology, Public Health, or Counselling.
    • OR PG Diploma in Counselling & Communication.
    • Minimum 1 year of experience in counselling, preferably in Govt./NGOs.
    • Computer proficiency required.
  5. Data Analyst
    • Graduation in Statistics, Mathematics, Economics, or Computer (BCA).
    • Experience preferred.
    • Must be computer literate.
  6. Social Worker
    • Graduate in Social Work, Sociology, or Social Sciences.
    • Minimum 2 years’ experience in child-related projects.
  7. Outreach Worker
    • Minimum 12th Pass from a recognized board.
    • Experience in child protection will be preferred.
  8. Probation Officer/Case Worker/Child Welfare Officer
    • Graduate in Social Work, Sociology, Social Sciences, or Law.
    • At least 2 years’ experience working with children in difficult situations.
  9. Housefather/Housemother
    • Minimum 10+2 qualification.
    • At least 2 years’ experience working in schools/institutions with children.
    • Good communication skills required.
  10. Paramedical Staff
    • Intermediate with Diploma in Nursing from a recognized Nursing Council.
    • At least 1 year of hospital/clinic experience.
  11. Physiotherapist
    • Bachelor’s degree in Physiotherapy.
    • Minimum 1 year of work experience in hospitals/clinics.
  12. Caretaker-cum-Vocational Instructor (Special Unit)
    • Matriculation with skills in trades like tailoring, handicrafts, mobile repairing, or computer basics.
    • At least 1 year of experience as a vocational instructor.
  13. Nurse (Female)
    • Intermediate with Diploma in Nursing from a recognized institute.
    • Minimum 1 year of hospital experience.

Age Limit (as on 30th September 2025)

  • Unreserved (Male) – 37 years
  • Unreserved (Female) – 40 years
  • BC/EBC (Male & Female) – 40 years
  • SC/ST (Male & Female) – 42 years

Salary Structure

The salary is fixed on a contractual basis with DA (Dearness Allowance) as per government rules.

  • Program Manager (SARA) – ₹35,400 + DA
  • Program Officer (Training) – ₹29,200 + DA
  • Legal-cum-Probation Officer – ₹21,700 + DA
  • Counsellor (DCPU/Home) – ₹18,000 + DA
  • Data Analyst – ₹18,000 + DA
  • Social Worker – ₹18,000 + DA
  • Outreach Worker – ₹12,000 + 5% annual increment
  • Probation Officer/Case Worker/Child Welfare Officer – ₹18,000 + DA
  • Housefather/Housemother – ₹18,000 + DA
  • Paramedical Staff – As per Bihar Administrative Reforms Mission norms
  • Physiotherapist – ₹18,000 + DA
  • Caretaker-cum-Vocational Instructor – ₹10,000 + 5% annual increment
  • Nurse (Female) – As per Bihar Administrative Reforms Mission norms

Selection Process

  • Selection will be based on merit and interview.
  • Merit will be calculated on 100 marks:
    • 50% – Marks obtained in minimum required qualification.
    • 10 marks – For up to 2 higher qualifications (5+5).
    • 40 marks – Interview performance.
  • Candidates must score at least 40% in the interview to qualify.
  • Final merit list will be prepared accordingly.
  • In case of tie, the candidate with higher age will be preferred.
  • A waiting list will also be prepared and remain valid for 2 years.

Nature of Employment

  • All posts are purely contractual under the Mission Vatsalya Yojana.
  • Initial appointment will be for 3 months probation.
  • After satisfactory performance, the contract may be extended.
  • Selected candidates will not be treated as government employees and will not have claims for regularization.
  • If permanent recruitment is conducted in the future, this contractual arrangement will automatically end.

Key Points to Remember

  • Applications will be accepted only online.
  • Candidates must upload a recent passport-size photo and signature in clear format.
  • Reservation benefit will be granted only if claimed during application and supported by valid certificates.
  • All certificates must be issued on or before the last date of application.
  • Incorrect claims in the reservation category will lead to rejection or shifting to the Unreserved category.
  • The State Child Protection Society has the right to amend, cancel, or modify the recruitment at any stage.
