Unemployment among educated youth has been one of the most pressing challenges for governments across India. While education equips young people with knowledge and skills, a lack of suitable employment opportunities often leads to frustration, under-utilization of talent, and social insecurity. Recognizing this issue, the Government of Haryana launched the “Educated Youth Allowance and Honorarium Scheme (EYAHS)” in 2016, popularly known as the Saksham Yuva Yojana (SYS).
This ambitious scheme was designed to support unemployed youth who have completed at least 10+2 education, by providing them with monthly unemployment allowance and opportunities to earn an honorarium through honorary assignments in government departments, boards, corporations, registered societies, and even private companies.
Vision and Objectives of the Scheme
The Saksham Yuva Yojana is not merely about giving financial assistance. Its vision is broader: to create an ecosystem where educated youth can prepare themselves for meaningful employment and entrepreneurship.
Key Objectives
- Financial Assistance to Educated Youth
Provide monthly unemployment allowance to eligible youth who are struggling to find jobs despite being qualified. - Skill Upgradation through Honorarium Work
Offer opportunities to engage in honorary assignments in various departments and organizations, enabling youth to gain real-world experience. - Flexibility in Career Choices
Empower youth to select sectors where they would like to develop skills, giving them agency over their career development. - Transition to Employment or Self-Employment
By providing financial aid and work exposure, the scheme aims to bridge the gap between education and employment, ultimately leading to either job placements or self-employment.
