Objectives of the Scheme
The primary objectives of the Technical Education Scholarship Scheme are:

Key Features of the Scheme
The Technical Education Scholarship incorporates several notable features:
- Scope of Courses: Scholarships are awarded for postgraduate courses, degree courses, diploma/post-diploma courses in engineering, technology, architecture, or equivalent courses approved by the All India Council for Technical Education (AICTE). The scheme also allows the inclusion of new technical courses as approved by the Government.
- Tenure: Scholarships are tenable for the entire duration of the course and are subject to annual renewal based on satisfactory academic performance and conduct.
- Merit-Based Awards: Scholarships are awarded based on either Poverty-cum-Brilliance or pure Brilliance, ensuring support for both talented students and students from economically weaker families.
- Performance-Linked: Students who fail in examinations will have their scholarships discontinued, although two failures will not extend the total duration of the course.
- Inclusivity: Additional scholarships are provided to students from Scheduled Castes, Scheduled Tribes, Antyodaya families, and other reserved categories, over and above the regular merit scholarships.
- State and Outside Coverage: Scholarships are available to students enrolled in Himachal Pradesh institutions or selected through regional engineering colleges outside the state if the course is not available within Himachal Pradesh.
Scholarship Amount
The scholarship amount varies based on the type of course and the student’s category:
- Postgraduate and Degree Courses: ₹200 per month.
- Scheduled Caste, Scheduled Tribe, and Antyodaya Family Students: ₹400 per month for postgraduate/degree courses.
- Diploma/Post-Diploma Courses: ₹100 per month, including students from Antyodaya families.
The scholarship amount is disbursed on a monthly basis and is intended to cover tuition fees, study materials, and other academic-related expenses. The enhanced rates for SC/ST and Antyodaya students ensure equitable support for disadvantaged groups.
Eligibility Criteria
Students applying for the Technical Education Scholarship must fulfill the following conditions:
- Must be a bonafide resident of Himachal Pradesh.
- Must be a ward of Himachal Pradesh Government employees or have domicile in the state.
- Must be enrolled in a recognized engineering, polytechnic, or AICTE-approved course.
- Must demonstrate academic merit by securing at least 60% marks in the qualifying examination, except for SC/ST students whose merit is judged among their category.
- For Poverty-cum-Brilliance scholarships, the parent/guardian income must not exceed Rs. 15,000 per month. Income of the guardian is considered only if parents are deceased.
- Students already receiving scholarships from other sources are not eligible for this scholarship.
- For renewal, students must maintain satisfactory academic performance and conduct throughout the course.
Reservation Policy
The scheme ensures inclusive participation and provides reservations for the following groups:
- Scheduled Castes (SC) and Scheduled Tribes (ST): Scholarships are reserved for students from these communities and are provided over and above the regular merit-based scholarships.
- Antyodaya Families: Students from Antyodaya families are also eligible for reserved scholarships.
- Other Reserved Categories: Additional categories may be notified by the Himachal Pradesh Government from time to time, and the percentage of reservations will be determined by the state.
- De-Reservation Clause: Unutilized reserved scholarships due to non-availability of eligible candidates are de-reserved and awarded to open category students. Similarly, unutilized scholarships for postgraduate and post-diploma students are redistributed to degree and diploma students respectively.
This reservation policy ensures equity and provides financial assistance to students who face socio-economic disadvantages.
Distribution of Scholarships
- The number of scholarships is determined by the state government and may vary based on the availability of funds and the number of eligible candidates.
- Scholarships are distributed based on merit, income, and category, with priority given to Poverty-cum-Brilliance candidates.
- Renewal and fresh awards are contingent upon availability due to dropouts, failures, or other reasons.
- Scholarships are tenable for the entire course duration and are subject to annual evaluation.
- The Director of Technical Education, Sundernagar is the sanctioning authority, and all applications must be routed through the Principal or authorized officer of the institution.
Application Process (Step by Step)
Step 1: Submission of Application
- Students must submit applications in the prescribed format through the Principal or authorized officer of their institution to the Director of Technical Education, Sundernagar.
- Incomplete or late applications will not be considered.
Step 2: Documentation for Poverty-cum-Brilliance Scholarship
- Students applying under Poverty-cum-Brilliance must submit a certificate of annual income of parents/guardian attested by a Magistrate or Tehsildar.
- Students applying under pure Brilliance scholarship do not need an income certificate.
Step 3: Verification by Institution
- The institution verifies all documents, including income certificates, category certificates, and academic records, before forwarding applications to the Directorate.
Step 4: Sanction and Award
- The Director of Technical Education, Sundernagar, evaluates applications based on merit, income, and category.
- Scholarships are sanctioned and funds are disbursed monthly according to the course and student category.
Step 5: Bond Execution
- All scholarship recipients must execute a bond agreeing to serve Himachal Pradesh for a minimum of five years after completing their course, if the state requires their services.
Additional Guidelines
- Scholarships are not available to students already receiving other scholarships for the same course.
- Only students enrolled in Himachal Pradesh institutions or approved by the Himachal Pradesh Government for courses outside the state are eligible.
- Students failing examinations that prevent promotion to the next class will have their scholarship discontinued, except in cases of two failures, which will not extend the total course duration.
- Any provision of the scholarship rules may be relaxed by the Government under exceptional circumstances with written justification.
- All previous scholarship rules issued by the Technical Education Department are repealed and replaced by these rules.
