The High Court of Orissa, Cuttack, has issued a fresh notification inviting online applications for the post of Junior Stenographer (Group-C). This recruitment drive offers 25 vacancies with an attractive pay scale under Level 7 of the Pay Matrix. The opportunity is ideal for graduates with proficiency in shorthand, typing, and computer applications who wish to build a stable and respected career in the state’s judicial system.

Vacancy Details

The recruitment offers a total of 25 posts for Junior Stenographer, distributed across different categories:

  • SEBC: 05 posts (02 reserved for women)
  • ST: 12 posts (04 reserved for women)
  • SC: 08 posts (03 reserved for women)
  • Total: 25 posts (09 reserved for women)

Additionally, 1 backlog vacancy for PwD and 2 backlog vacancies for Ex-Servicemen will also be considered during the selection process.

Reservation Guidelines

  • If suitable women candidates are not available in a category, the posts will go to male candidates of the same category.
  • Exchange of reservations between SC and ST categories will not be allowed.
  • Vacancies may increase or decrease depending on administrative needs.
  • Reservation for PwDs and Ex-Servicemen will follow state government rules.

Age Limit

  • Minimum age: 21 years
  • Maximum age: 32 years as on 04th September 2025

Candidates must have been born not earlier than 05th September 1993 and not later than 03rd September 2004.

Age Relaxation

  • SC/ST/SEBC/Women: 5 years
  • PwD: 10 years (with disability between 40%–50%)
  • PwD belonging to SC/ST/SEBC: 15 years (10 years + 5 years)
  • Ex-Servicemen: As per state rules

Candidates eligible for multiple relaxations can avail only the most beneficial one.

Educational Qualification

Applicants must fulfill the following conditions:

  1. Possess a Bachelor’s Degree in any discipline from a recognized university.
  2. Have shorthand speed of 80 words per minute.
  3. Have typing speed of 40 words per minute.
  4. Be proficient in computer applications.

Application Fee

  • General and SEBC candidates: ₹500/-
  • SC/ST/PwD candidates: Exempted

The fee must be paid online through Debit Card, Credit Card, UPI, or Net Banking. Once paid, the fee is non-refundable.

Salary Scale

The post comes under Level 7 of the Pay Matrix with a salary of ₹25,500 – ₹81,100/-. Employees will also receive Dearness Allowance, House Rent Allowance, and other government-approved benefits.

Selection Process

1. English Qualifying Test (100 Marks | 1½ Hours)

  • Essay in English – 20 Marks
  • Translation (Odia to English) – 20 Marks
  • Re-translation (English to Odia) – 20 Marks
  • Grammar – 40 Marks

Qualifying Marks:

  • General: 35%
  • SC/ST: 30%

2. Computer Application Test (100 Marks | 1 Hour)

  • Theory: 50 Marks
  • Practical (MS Office, MS Access, Internet): 50 Marks

Qualifying requirement: At least 50% marks.

3. Skill Test (100 Marks)

  • English dictation of 400 words at 80 wpm
  • Transcription on computer at 40 wpm

Evaluation:

  • 0.25 marks per correct word
  • Maximum 10% mistakes allowed
  • More than 10% errors will lead to disqualification

Final merit will be prepared based on Skill Test performance.

Examination Centre

The exact exam venue and schedule will be notified later through the High Court website and admit cards.

Other Eligibility Conditions

  • Must be an Indian citizen.
  • Should have sound health and good character.
  • Should not have more than one spouse if married.
  • Should not have a criminal record or be debarred from any recruitment.
  • Government employees must produce an NOC from their department.
  • Name changes must be supported by Gazette notification and newspaper publication.
