Affordable housing remains a cornerstone of India’s vision for inclusive urban development. Recognizing the importance of providing safe, dignified, and affordable homes to all citizens, the Government of India launched the Pradhan Mantri Awas Yojana – Urban (PMAY-U) in 2015. Over the last decade, the initiative has emerged as one of the world’s largest housing programs, transforming the lives of millions of urban residents.

Under PMAY-U, more than 1.12 crore houses have been sanctioned, and over 93.81 lakh pucca houses, equipped with essential amenities, have been completed and delivered to beneficiaries. These efforts have not only addressed the housing shortage but also contributed to urban infrastructure development, poverty alleviation, and social inclusion.

Building on the success and learning from the first phase, the Ministry of Housing and Urban Affairs launched PMAY-U 2.0, a revamped “Housing for All” mission, effective from 1st September 2024, to further accelerate the delivery of affordable housing in urban areas across India.

PMAY-U 2.0: Housing for All

PMAY-U 2.0 is designed to provide housing benefits to an additional 1 crore eligible beneficiaries, focusing on four key verticals:

  1. Beneficiary-Led Construction (BLC) – Support for individuals to construct or enhance their own homes.
  2. Affordable Housing in Partnership (AHP) – Collaboration with private and public sector developers to provide affordable housing units.
  3. Affordable Rental Housing (ARH) – Addressing the need for rental accommodations in urban areas, especially for migrants and low-income households.
  4. Interest Subsidy Scheme (ISS) – Providing financial assistance for home loans to make housing more accessible and affordable.

As of August 2025, 8.5 lakh houses have already been sanctioned under PMAY-U 2.0, marking a significant milestone in India’s urban housing journey. The scheme continues to focus on equitable access, financial inclusion, and convergence with other government welfare programs to maximize benefits for all sections of society.

Angikaar 2025: Last-Mile Outreach Campaign

To ensure the successful implementation of PMAY-U 2.0, the Ministry has launched Angikaar 2025, a nationwide last-mile outreach campaign starting 4th September 2025 and running until 31st October 2025. This initiative aims to raise public awareness about PMAY-U 2.0, facilitate application processing, and ensure timely completion of sanctioned houses.

Key Highlights of Angikaar 2025

  1. PMAY-U Awas Diwas:
    On 17th September 2025, the Ministry will celebrate the first anniversary of PMAY-U 2.0 as PMAY-U Awas Diwas. This event will be observed across all States, Union Territories, Districts, and Urban Local Bodies (ULBs) to promote awareness about housing schemes and related programs such as the Credit Risk Guarantee Fund Trust for Low-Income Housing (CRGFTLIH).
  2. Community Mobilization:
    The campaign emphasizes door-to-door awareness, community engagement, and participation of local volunteers to reach eligible beneficiaries who have not yet availed the benefits of PMAY-U 2.0.
  3. PM Awas Mela – Shehri:
    Flagship events will be held at District Headquarters and ULBs between 17th – 27th September 2025, with additional events from 15th – 31st October 2025. These melas will serve as a platform to facilitate applications, on-spot verification, geotagging of houses, and convergence of other government schemes.

Objectives of PMAY-U 2.0 and Angikaar 2025

The combined goal of PMAY-U 2.0 and Angikaar 2025 is to fast-track housing development, ensure last-mile delivery of benefits, and create inclusive urban communities. The specific objectives include:

  1. Fast-Track Completion of Existing Houses:
    Ensuring timely completion of 20 lakh already sanctioned houses under PMAY-U, including verification of pending applications.
  2. Integration with Other Schemes:
    Facilitating benefits of PM Surya Ghar: Mu Bijli Yojana for completed houses and promoting convergence with schemes such as PM Ujjwala Yojana, PM SVANidhi, and Ayushman Bharat.
  3. Beneficiary Engagement:
    Sharing experiences of PMAY-U beneficiaries through personal stories to inspire others and enhance community participation.
  4. Grih Pravesh Ceremonies:
    Organizing home-entry events for newly completed houses to foster pride and social recognition among beneficiaries.
  5. Awareness and Outreach:
    Celebrating September and October 2025 as “Housing Months” to maximize public awareness, especially among the vulnerable sections of urban society.

Target Coverage

The scheme aims to reach out to a broad range of beneficiaries:

  1. BLC Beneficiaries: Individuals who have been sanctioned homes but have not yet completed construction.
  2. Completed PMAY-U Beneficiaries: Households eligible to receive additional benefits under PM Surya Ghar: Mu Bijli Yojana.
  3. New PMAY-U 2.0 Beneficiaries: 8.5 lakh individuals sanctioned for housing and home loans.
  4. Pending Applicants: Individuals whose applications are under verification or awaiting sanction.
  5. Special Focus Groups: Safai Karmis, street vendors under PM SVANidhi, artisans under PM Vishwakarma, Anganwadi workers, construction workers, and residents of slums/chawls.
  6. General Public: Vulnerable sections of urban society who may benefit from PMAY-U 2.0.

Components of Angikaar 2025

The campaign comprises three main components:

1. Awareness and Information Dissemination

  • IEC Materials: Use of audiovisuals, short films, banners, standees, booklets, pamphlets, and leaflets in English, Hindi, and local languages to educate beneficiaries.
  • Community Engagement: Local outreach through volunteers, NGOs, and citizen groups to ensure widespread dissemination of information.

2. Core Operational Activities

  • Verification of PMAY-U 2.0 beneficiaries and pending applications.
  • Geotagging of houses and attachment of projects in the unified web portal.
  • Approval and completion of sanctioned houses.
  • Facilitation of home loans through banks and integration with CRGFTLIH and ISS.

3. Scheme Convergence and Integration

  • Integration of PM Surya Ghar: Mu Bijli Yojana for electricity benefits.
  • Coordination with other government programs for enhanced social impact.

Mediums of Dissemination

Angikaar 2025 employs diverse channels to reach citizens effectively:

  1. Loan Melas: On-spot loan facilitation to help beneficiaries complete house construction.
  2. Wall Paintings, Posters, and Hoardings: Strategically placed near municipalities, markets, bus stands, and railway stations with QR codes for scheme information.
  3. Street Plays, Nukkad Nataks, and Flash Mobs: Performed by local drama groups and volunteers to engage communities.
  4. Information Kiosks: Booths to assist citizens with application guidance, eligibility verification, and awareness campaigns.
  5. Local Influencers: Engagement of respected community members to maximize outreach.
  6. Quiz Competitions: Educational contests to create interest and awareness among citizens.
  7. Field Surveys and Door-to-Door Campaigns: Conducted by volunteers and CLTC/SHG members to identify incomplete houses and provide on-the-spot assistance.
  8. Help Desks: On-site grievance redressal, assistance with applications, and fund disbursement tracking.
  9. Local Media Announcements: Using TV, cable, and social media for widespread awareness.
  10. QR Code Pasting: At houses and public places linking to the Unified Web Portal for PMAY-U 2.0.

PM Awas Mela – Shehri

The flagship event of Angikaar 2025, PM Awas Mela – Shehri, will:

  • Be conducted across district headquarters and urban local bodies in two phases:
    • Phase 1: 17th – 27th September 2025
    • Phase 2: 15th – 31st October 2025
  • Feature help desks and information kiosks for guidance on eligibility, applications, and benefits.
  • Conduct on-spot verification and registration services for beneficiaries.
  • Facilitate PM Surya Ghar: Mu Bijli Yojana camps and home loan processing melas.
  • Organize health camps, PM Ujjwala Yojana camps, PM SVANidhi camps, and Ayushman Bharat camps for convergence.
  • Set up special camps for Special Focus Group beneficiaries, ensuring inclusion and equity.
  • Share personal success stories of PMAY-U beneficiaries to inspire new applicants.

In large municipal corporations (population over 20 lakh), one PM Awas Mela – Shehri per 10 lakh population will be organized to ensure adequate reach.

Roles and Responsibilities

Effective execution of Angikaar 2025 requires coordination across Central, State/UT, District, and ULB levels, including CLTC/SLTC and field-level workers. Key responsibilities include:

  • Central Government: Oversight, funding, guidance, and monitoring.
  • State/UT Governments: Implementation, beneficiary identification, monitoring progress, and ensuring convergence of schemes.
  • ULBs and District Authorities: Conducting awareness campaigns, organizing PM Awas Melas, facilitating loan processing, and ensuring timely completion of houses.
  • Community Volunteers and SHG Members: Door-to-door outreach, beneficiary mobilization, and real-time feedback collection.

Felicitation of Achievers

To motivate stakeholders and beneficiaries, Angikaar 2025 will recognize outstanding performance:

  • Achievers of field-level events, such as quizzes and community engagement activities, will be felicitated by District Administration, ULBs, and State/UT Governments.
  • Performance during Housing Months will be evaluated in PMAY-U Awards 2025, considering metrics such as:
    • Houses geotagged, completed, and occupied.
    • Beneficiaries who availed bank loans and ISS benefits.
    • Participation in PM Surya Ghar: Mu Bijli Yojana and related schemes.

This recognition encourages innovation, dedication, and active participation in the housing mission.
