The District Legal Services Authority (DLSA), Ujjain, under the National Legal Services Authority (NALSA) and State Legal Services Authority, has issued a fresh notification inviting applications for empanelment of Paralegal Volunteers (PLVs) for the year 2025–26. This initiative is aimed at strengthening the outreach of legal aid services across Ujjain district headquarters and its tehsil legal services committees including Khachrod, Nagda, Mahidpur, Tarana, and Badnagar.

The Paralegal Volunteer Scheme is designed to involve socially conscious citizens in extending legal assistance to marginalized, weaker, and disadvantaged sections of society. These volunteers act as a vital link between legal services institutions and the community, ensuring that justice is accessible to all. It is important to note that the role of a PLV is purely voluntary and honorary in nature. It is not equivalent to government service or employment.

Vacancy Details

The empanelment of PLVs will be carried out for the following offices under DLSA, Ujjain:

  • Ujjain (District Headquarters): 70 PLVs
  • Khachrod Tehsil Legal Services Committee: 20 PLVs
  • Nagda Tehsil Legal Services Committee: 20 PLVs
  • Mahidpur Tehsil Legal Services Committee: 20 PLVs
  • Tarana Tehsil Legal Services Committee: 20 PLVs
  • Badnagar Tehsil Legal Services Committee: 20 PLVs

Total Number of PLVs to be Empanelled: 170

This number represents the maximum empanelment proposed and is subject to variation depending on the requirements of DLSA.

Application Fee

  • No Application Fee: The entire process is free of cost.
  • Candidates are not required to pay any examination fee, processing fee, or selection fee.

Eligibility Criteria

Age Limit

  • Minimum: 18 years
  • No upper age limit specified, but candidates must be of sound mind and good character.

Educational Qualification

  • Must have passed at least the 10th Class (Matriculation) examination.
  • Higher educational qualifications will be considered an added advantage.

Character and Fitness Requirements

  • Must be of good moral character.
  • Must be mentally sound.
  • Must not have any physical disability that prevents them from carrying out PLV duties.

Disqualifications

  • Should not be a practicing advocate or a registered law practitioner.
  • Should not be affiliated with any political party.
  • Must not have a criminal record.

Preferred Backgrounds for PLVs

The scheme encourages applications from a wide variety of socially active groups, including:

  • Teachers (current or retired)
  • Retired government employees, senior citizens, ex-panchayat members
  • Social work students (MSW) and social work faculty
  • Anganwadi workers and supervisors
  • Doctors, nurses, ASHA workers
  • College students and law students (not registered as advocates)
  • NGO members and service-oriented clubs
  • Women’s groups, self-help groups, and community associations
  • Retired police, administrative, or judicial staff
  • Ex-servicemen and members of the transgender community
  • Members of Scheduled Tribes and marginalized communities
  • Prisoners of good conduct recommended by jail authorities

This inclusiveness ensures that PLVs represent the diversity of society and can effectively engage with different sections of the population.

Roles and Responsibilities of PLVs

Paralegal Volunteers act as an interface between legal institutions and communities. Their duties include:

  • Assisting Legal Services Clinics in villages, courts, police stations, and other locations.
  • Helping weaker sections of society such as women, children, SC/ST communities, senior citizens, and differently-abled individuals.
  • Providing support to victims of crime, missing children, and disadvantaged groups.
  • Conducting legal literacy and awareness campaigns in rural and urban areas.
  • Participating in street plays (nukkad natak), awareness programs, and outreach initiatives.
  • Supporting the implementation of various legal aid schemes of NALSA and SLSA.
  • Maintaining regular reports of activities and submitting updates to DLSA.

PLVs are expected to work with dedication, maintain neutrality, and uphold the dignity of legal aid services.

Honorarium and Allowances

  • PLV work is voluntary in nature and does not constitute government employment.
  • No fixed salary, wages, or allowances will be provided.
  • However, PLVs may receive an honorarium or reimbursement of expenses for specific assignments as per prevailing rules and regulations.
  • They are not entitled to any government benefits such as pensions, provident funds, or job regularization.

Application Process

Step 1: Obtain the Application Form

  • Candidates must use the prescribed format for applications.

Step 2: Fill the Application Form

  • Provide personal, educational, and contact details clearly.
  • Attach a passport-size photograph on the form.

Step 3: Attach Documents

Self-attested copies of the following documents must be enclosed:

  • Proof of Date of Birth (Birth Certificate/10th Mark Sheet)
  • Educational Certificates (10th and above)
  • Identity Proof (Aadhar Card, Voter ID, Driving License, etc.)
  • Address Proof (Aadhar, Ration Card, Residence Certificate, etc.)
  • Community Certificate (if applicable)
  • Certificates for special categories (retired personnel, ex-servicemen, etc.)

Step 4: Submit the Application

  • Applications may be submitted by hand at the office of DLSA/Tehsil Committee during working hours.
  • Alternatively, applications can be sent via post or courier.
  • Last date for submission: 10th October 2025, by 5:00 PM.

Applications received after the deadline will not be entertained.

Selection Process

Stage 1: Scrutiny of Applications

  • Applications will be screened for eligibility, qualifications, and completeness.

Stage 2: Interview

  • Shortlisted candidates will be invited for an interview before the Selection Committee.
  • Date and venue of interview will be communicated via phone, WhatsApp, or notice boards.

Stage 3: Final Selection

  • Based on interview performance, community representation, and suitability for voluntary service, candidates will be empanelled.
  • The decision of the Selection Committee will be final and binding.

Important Instructions

  1. The role of a PLV is purely voluntary and not equivalent to government service.
  2. PLVs must remain committed to service without expecting regular wages.
  3. Empanelled PLVs will be assigned tasks only when required.
  4. They must actively participate in training, awareness programs, and legal literacy drives.
  5. PLVs will be monitored continuously, and regular activity reports must be submitted.
  6. Applicants from the same locality as the service center will be given preference.
  7. No TA/DA will be provided for attending interviews or training sessions.
  8. Candidates must strictly follow all instructions issued by DLSA and SLSA.
