Recruitment Notification: City-Level Technical Staff under Pradhan Mantri Awas Yojana (PMAY-U) 2.0 – Bhavnagar Zone

The Office of the Regional Commissioner, Municipalities, Bhavnagar Zone invites applications from qualified and experienced candidates for engagement as City-Level Technical Staff (Contract Basis, 11 months) under the Pradhan Mantri Awas Yojana – Urban (PMAY-U) 2.0 scheme. This recruitment drive is intended to strengthen the technical support team for municipal corporations in Bhavnagar, Amreli, Junagadh, and Gir Somnath districts. Selected candidates will receive a competitive fixed monthly salary as per the position.

The engagement is purely contractual and temporary, and there is no guarantee of permanent employment post the contract period. Candidates should be motivated to contribute to urban housing development projects and support municipalities in planning, implementation, and monitoring of PMAY-U initiatives.

Detailed Job Descriptions and Required Qualifications

1. Civil Engineer

Key Responsibilities:

• Provide technical support for project formulation, approval, execution, and monitoring to ensure timely completion.
• Ensure quality of construction as per prevailing standards.
• Collaborate with Urban Local Bodies (ULBs), State Level Nodal Agency (SLNA), and State Level Technical Cell (SLTC).
• Assist ULBs in demand surveys, validation, City-wise Housing Plans, and Detailed Project Reports (DPRs).
• Identify lands suitable for housing development, including tenable and untenable slums for Beneficiary-Led Construction (BLC), Affordable Housing in Partnership (AHP), resettlement, or redevelopment.
• Support technical design and implementation of housing and infrastructure works.
• Facilitate adoption of green technologies, disaster-resistant construction, and area-specific design innovations.
• Provide tendering support and facilitate recruitment of consultants for DPR preparation.

Required Qualifications and Experience:

• Degree in Civil Engineering or Public Health Engineering.
• Minimum 3 years of relevant experience for graduates, 5 years for postgraduates.
• Experience in procurement, design, supervision, and implementation of housing and infrastructure projects.
• Prior municipal engineering experience is preferred.

2. MIS Expert

Key Responsibilities:

• Manage and upload all types of PMAY-U data on the unified web portal for monitoring and reporting.
• Assist ULBs with housing demand surveys and geotagging of projects/houses.
• Coordinate and manage electronic data, including letters, reports, and numerical data.
• Develop project monitoring formats and progress reports.
• Train ULB staff to effectively use MIS tools and project management software.

Required Qualifications and Experience:

• Degree in Computer Science, MCA, PGDCA, Mathematics, or Statistics.
• Minimum 3 years of experience in government, semi-government, autonomous organizations, or private companies.
• Exposure to MIS tools, database management, and project management software.
• Ability to train staff and coordinate data management activities.

3. Financial Management & Accounting Expert

Key Responsibilities:

• Provide guidance on municipal finance, budgeting, and fund management under PMAY-U.
• Support ULBs in identifying finance options for urban infrastructure projects.
• Maintain records of fund release from State/UT through PFMS/SNA Sparsh modules.
• Prepare and submit Utilization Certificates (UCs) against fund releases.
• Coordinate with banks and financial institutions to facilitate beneficiary home loans.

Required Qualifications and Experience:

• M.Com, B.Com, or MBA (Finance) with experience in municipal finance.
• Expertise in urban infrastructure investment analysis and financial record maintenance.
• Familiarity with project fund flow, disbursement, and accounting tools.
• Experience dealing with banks/PLIs is an added advantage.

4. IEC/Social Development Expert

Key Responsibilities:

• Manage capacity-building activities for ULBs, including social audits.
• Coordinate and organize district/city-level training programs.
• Develop training modules on PMAY-U components, community participation, and social development.
• Maintain a database of trainers and resource persons.
• Support ULBs in study tours, exposure visits, and cross-learning initiatives.
• Monitor impacts of training programs and document field learnings.

Required Qualifications and Experience:

• Postgraduate degree in Social Sciences, Social Work, Development Studies, Public Policy, or related discipline.
• Minimum 3 years of relevant experience in urban development, capacity building, or municipal environment projects.
• Ability to plan, implement, and evaluate capacity-building programs.
