However, access to quality higher education often remains a challenge for students from disadvantaged communities due to financial constraints. Recognizing this, the Government of India has launched several initiatives to ensure that students from marginalized backgrounds get equal opportunities to pursue their academic dreams. One such initiative is the PM Yasasvi Central Sector Scheme of Top Class Education in College for OBC, EBC and DNT Students, implemented by the Ministry of Social Justice and Empowerment.
The scheme provides full financial support to students from Other Backward Classes (OBCs), Economically Backward Classes (EBCs), and De-Notified, Nomadic and Semi-Nomadic Tribes (DNTs) to pursue higher education in premier institutions of the country. By covering tuition fees, living expenses, study materials, and other academic needs, the scheme aims to remove financial barriers and encourage merit among disadvantaged students.

Objectives of the Scheme
The primary objective of the PM Yasasvi Central Sector Scheme is to:

- The scheme provides complete financial support for tuition fees, living expenses, books, stationery, and computers.
- It covers students admitted to Top Class Institutions, including IITs, IIMs, NITs, AIIMSs, IIITs, NIFTs, NIDs, NLUs, IHMs, and other premier government-recognized colleges.
- Financial support is extended until the completion of the entire course, subject to satisfactory academic performance.
- 30% of scholarships are reserved for girl students to encourage female participation in higher education.
- Merit-based selection ensures that scholarships go to the most deserving candidates.
- Scholarships are disbursed directly to students through the Direct Benefit Transfer (DBT) mode.
- The scheme also provides for special courses like Commercial Pilot Training, Type Rating, and professional degrees in law, medicine, management, fashion, and hospitality.
Scholarship Amount and Benefits
The scheme provides extensive financial coverage:
- Tuition Fee & Non-Refundable Charges
- Up to ₹2,00,000 per annum for private sector institutions.
- Up to ₹3,72,000 per annum for Commercial Pilot Training and Type Rating courses in approved flying clubs.
- Living Expenses
- ₹3,000 per month per student.
- Books and Stationery
- ₹5,000 per annum per student.
- Computer/Laptop with Accessories
- One-time grant of ₹45,000 per student for a reputed brand with accessories like UPS and printer.
This holistic financial support ensures that students can focus on their education without financial stress.
Eligibility Criteria
- Category – Students belonging to OBC, EBC, and DNT categories.
- Income Limit – Total annual family income should not exceed ₹2.5 lakh.
- Admission Criteria – Student must have secured admission in a full-time course in any of the notified “Top Class” institutions.
- Merit-Based Selection – Selection is based on inter-se merit of entrance examination ranks or admission scores.
- Sibling Restriction – The benefit is limited to a maximum of two siblings per family.
- Girl Students – At least 30% of slots are reserved for eligible girl students.
- Continuation of Scholarship – Students must maintain satisfactory performance; failure to get promoted to the next semester/year will result in termination.
- Exclusion – Students availing any other scholarship from government sources will not be eligible.
Reservation Policy
- 30% of scholarships are reserved for girl students, ensuring inclusivity and equal opportunities.
- Within the overall slots, priority is given to OBC students, followed by EBC and DNT categories.
- If reserved slots remain vacant, they are transferred to other eligible candidates as per merit.
Distribution of Scholarships
- Scholarships are allocated institution-wise, based on the number of slots notified by the Ministry.
- Slots are distributed among IITs, IIMs, AIIMSs, NITs, IIITs, NLUs, IHMs, NIFTs, NIDs, and other reputed government-recognized institutions.
- If the number of eligible candidates in the first year is less than the allotted slots, remaining slots can be offered to 2nd, 3rd, or 4th-year students, prioritizing those with more years left in their course.
Application Process (Step by Step)
- Visit the National Scholarship Portal (NSP) during the application period.
- Register as a New User – Provide Aadhaar details, mobile number, and basic information.
- Login using your Application ID and password.
- Select the PM Yasasvi Central Sector Scheme from the scholarship list.
- Fill Application Form – Enter personal, academic, and bank account details.
- Upload Documents – Caste certificate, income certificate, admission proof, fee details, and entrance exam rank.
- Submit Application – Ensure all details are accurate before final submission.
- Institute Verification – The institution verifies applications as per allocated slots.
- Final Approval – Applications are forwarded to the Ministry after verification.
- Scholarship Disbursement – Funds are transferred directly to the student’s bank account under DBT.
Renewal Policy
- Students must apply for renewal every academic year on NSP.
- Renewal requires a passing certificate/marksheet and a letter from the Head of Institution confirming promotion to the next year.
- Students failing to get promoted to the next year will forfeit the scholarship.
- Renewal applications are subject to verification by institutions.
Withdrawal of Scholarship
- Students may withdraw their scholarship by applying through NSP.
- If a student avails financial support from another government scheme, they must withdraw from this scheme.
- In case of false claims, misrepresentation, or dropping out, the scholarship will be terminated and the student may need to refund the amount.
